The BUBBLES consortium has structured the work programme in 8 Work Packages (WP), combining research, project management and contribution to early standardisation activities, as shown in figure below.
WP 1 - Project management & coordination
Lead: UPV
Participants: UC - UNIROMA1 - EUROCONTROL - INDRA
Objective: To coordinate the work between the partners of the BUBBLES project and provide the liaison between the project management board and the SESAR JU to facilitate the technical and financial monitoring and assessment.
This work package comprises all the activities conducted by the consortium to ensure the timely and effective execution of the work planned in the project and to coordinate the action of the consortium with SESAR JU activities and with sibling projects. This WP also includes all the tasks that will be needed to support the assessment of the expected V1 gate maturity level of the BUBBLES concept. Moreover, this WP is in charge of dealing with events that can arise during the execution of the project through an appropriate risk management policy.

WP2 - Concept definition & refinement
Lead: UPV
Participants: EUROCONTROL - INDRA
Objective: To formulate and refine a concept of a U-Space Separation Management service.
This work package focuses on the formulation and refinement of a risk based, operation centric Concept of Operations (ConOps) for the separation management in the U-space. This WP deals with the definition of procedures to designate a separator, to assign separation minima and methods and to define the intervention fuction for UAS operating in the U-space.

WP3 - ConOps definition & classification
Lead: EUROCONTROL
Participants: UPV - INDRA
Objective: To identify a set of generic ConOps for UAS operations, classifying them based on a risk assessment.
This work package defines and classifies detailed ConOps according to risk levels obtained using SORA methodology, covering all the factors that can affect to their classification, and defines how this information shall be stored and organised.

WP4 - Separation minima & methods
Lead: UNIROMA1
Participants: UPV
Objective: To develop and validate algorithms to set separation minima and criteria to assign separation methods.
This work package targets at developing and validating algorithms to set separation minima and criteria to assign separation methods and generate separation instructions when necessary. This work package will use a two step approach: first, to obtain the frequency of conflicts within an airspace volume taking into account the expected traffic density and missions and second, to compute the probability of collision in case of pair-wise conflicts.

WP5 - Concept validation
Lead: INDRA
Participants: UPV - UC - UNIROMA1 -EUROCONTROL
Objective: To validate the proposed concept by means of a proof-of-concept.
This work package deals with the validation of the BUBBLES concept using a proof-of-concept organised in 2 steps. To this purpose, the WP team will use a mock-up made of two segments: an air segment (UAS) and a ground segment (a web based platform that will be the access point to the required U-space services). The mock-up will include a communication system providing a ‘testable’ communication service (i.e. providing a service level specified in term of performance metrics). It is worth to highlight that only those features strictly needed to support the validation of the concept will be implemented. In both steps, UAS flight trials will be conducted in a ‘laboratory like’ environment (test sites in segregated air-space). The UAS will execute representative missions and will access the U-space management service through the web based platform. In the Step I, several AI algorithms will be tested against the corresponding SPR. In the Step II, the CNS performance and the environment will be monitored. Intentional perturbations to the CNS, as well as alterations to the Electromagnetic Environment, will be introduced and the separation minima and methods will be tuned to preserve safety under these conditions.

WP6 - Safety, Performance and Interoperability
Lead: EUROCONTROL
Participants: UPV - UC -UNIROMA1 - INDRA
Objective: To define set of generic OSEDs where the U-space Separation Management service will be provided and will draft both SPR and INTEROP supporting the provision of separation minima and methods in the U-space.
This Work Package aims at adapting the performance-based approach use in manned aviation to develop safety and performance standards to the particularities of the U-space. This approach will be used to draft requirements for the systems supporting the separation management. These requirements will be attached to a set of generic OSED that will be defined so that they cover all the generic ConOps identified in previous WP.
